[Openstandaarden] Open standaarden: wat zijn ze?

Euh nee, PDF/A valt onder de noemer "standaard", 't is namelijk erkend 
door een standaardenorganisatie, wat toch heel wat straffer is dan 
gewoon "specificatie" :-) Maar zo te zien ontbreekt deze categorie op de 
openstandaarden.be site...


Of die nu "open" of "gesloten" is, hangt voornamelijk af welke definitie 
je precies volgt:



* Volgens ITU-T is dit een "open standard":

"Intellectual property rights ... either (1) for free and under other 
reasonable terms and conditions or (2) on reasonable terms and conditions"

"Publicly available – easily available for implementation and use, at a 
reasonable price. Publication of the text of a standard by others is 
permitted only with the prior approval of the SDO."



* Volgens de definitie van Bruce Perens lijkt het ook een open standard
(http://perens.com/OpenStandards/Definition.html)

"Any software project should be able to afford a copy without undue 
hardship. The cost should not far exceed the cost of a college textbook."

(ISO document over PDF/A kost 70 euro, en sommige handboeken zitten in 
die prijscategorie als je ze los in de winkel koopt)

"Patents embedded in standards must be licensed royalty-free, with 
non-discriminatory terms."



* Volgens EIF 1.0 is het dan weer erg op het randje:

"The standard has been published and the standard specification document 
is available either freely or at a nominal charge. It must be 
permissible to all to copy, distribute and use it for no fee or at a 
nominal fee."

(ISO docs mogen zonder schriftelijke toelating niet gekopieerd worden,
maar er staat "permissible" en niet "permitted", dus als ISO eenieder 
die erom vraagt een toelating geeft mits betaling, dan lijkt het erop 
dat het een open standard is.
Maar dat is m'n persoonlijke interpretatie en ik ben geen jurist of 
vertaler, dus ik kan er geweldig naast zitten :-)
